Tragically enough, that is what we were handed in the Senate in the bill coming out of the Senate Agriculture Committee. We tried to make it better. It was not much better before it went to conference, and I am not sure what we now have is a much improved version.

That would certainly suggest that the lack of staffing was at least partially related to the closure.
