“This bill has broad support from the American Nursery and Landscape Association, National Association of State Departments of Agriculture, the National Christmas Tree Association, the National Potato Council, and many others that for a long time have recognized the need to reform this area of the law. Again, I commend the conferees on both sides of the aisle for the hard work they have undertaken in producing this conference report in a way that will produce reform in crop insurance that I think is now functional, workable, and becomes the kind of risk management tool we promised American agriculture some years ago. With that is the supplemental program for emergency purposes that will go a long way toward stabilizing the agricultural economy as we move through this year and into next.”
