that is correct. Full disclosure here: There is always concern when you restrict access for purposes of burial, but because we have already established that in Federal law and this appeared to be a loophole, which it was, and an individual, as I so stated, who was convicted of murder in two instances in Maryland was buried this summer in Arlington Cemetery, they understand that clearly, they appreciate that correction. And I am very specific in my discussions with the Senator from Michigan that we are talking about capital offenses--not all felonies, capital offenses of this kind. I thank both of my colleagues for helping us work out this issue. I hope this could be included in the managers' amendment.
