I hope Senators today will oppose the Feinstein-Snowe amendment for a very clear reason. In 1974, when the Senator from California refers to this port act, we did not have a lot of the law in place that we now have today. This is not a closed-door process. Using the Natural Gas Act allows FERC to do all it needs to do to protect the public--public hearings, public involvement. If we are going to let NIMBYism at the State level destroy the ability of this country to build the kind of natural gas infrastructure we need today, that we do not have today that is driving the chemical industries offshore, that are shooting our prices up, then allow NIMBYism to exist within the law. I am a State rights person.
