“Last year this amendment was offered by Senator Boxer, modified by Senator Kohl, and passed the Senate. We are examining the amendment now. We have only had it for 30 minutes or less. The Senator is absolutely right. And the amendment is substantively the same, but there are some differences in it. We are analyzing to see what those differences might be. So, you see, there was a basis for my objection--until we clearly understand it. I think the agreement the Senator was speaking to was one based on the exact amendment of Senator Kohl of a year ago. So let us examine what those changes might be in the amendment and then there may be no objection on this side. But until that time I believe we have adequate time here to resolve the issue, and my objection would have to stand.”
