If I may answer, it is because this committee is formulated under FACA. Go to the Federal Advisory Committee Act and there before you will be all the terms by which this committee will be structured. So instead of listing page after page of documentation, I am simply saying that the Secretary will constitute a committee under FACA to make determinations as to whether the appropriate actions have been taken. So the Senator is right; I didn't list all of those things. But you and I operate under the Federal Code. The Federal Code is there and that is why we have done that.
