The chairman produced a budget that honored the critical policy priorities of this country and sent it to a President, this President, and he vetoed it. And now it is this President who is twisting the arms over here on the other side to assure that a balanced budget amendment does not pass and that the American people do not get to exercise their constitutional to debate whether to ratify it.
