On the recordOctober 5, 2000
the U.S. Forest Service has historically supported competition in the supply of fire retardants through the inclusion of a viability clause in its bids. For the first time, the upcoming 2001 bid process may be conducted by sealed bid. It is unclear whether viability will be a consideration. This is a critical issue in a fire season like the one we just experienced. Would you agree that the U.S. Forest Service should support competition in the supply of aerially applied fire retardants?
