I believe their action is unprecedented. I think it is important the Record show the Senator from Idaho has worked very hard to bring this national nuclear waste bill to the floor so that we can deal with a national problem. I dealt with the Senators from Nevada in a very forthright way to assure them that all of their rights would be protected and that I or any other Senator interested in this legislation was not in any way going to attempt to step on their rights, because in the Senate we do not do that.
