Mr. President, they had the money. They were given the money. I do not know what happened other than to say, they blew the money, they failed. By every measurement, the D.C. public school system is at the bottom. And that is a tragedy. You can defend the status quo and argue you have to pour more money in. But even the Senator from Massachusetts agrees, it isn't necessarily a money issue. Well, then for goodness sakes, what is it? Is it a new program, a special program, a great idea, an infusion of a new concept that will turn this public school system around?
