my first cosponsorship in this body was of the Employment Free Choice Act, and I was heartened that the Leadership Conference views passage of EFCA as necessary for fulfillment of our obligations under the Universal Declaration of Human Rights and the Convention on the Elimination of All Forms of Racial Discrimination.
Franken emphasizes the importance of EFCA for human rights obligations.
