I ask the chairman, when this Senator was presiding, another Senator was on the floor saying that we got this in May, and now it is close to the end of the year, and it is outrageous that we are doing it now. I ask Senator Kerry, didn't he accommodate those on the other side of this issue several times when they asked for delay themselves?
