I believe that the Voting Rights Act is one of the greatest achievements of the civil rights movement.

We must make sure that we fulfill Congress' longstanding bipartisan commitment to provide equal access to the ballot.

We need more investment in telecommunications, investment in infrastructure, in customer service, and in new technologies.

To me that is not a good reason to approve a deal.
