“I have never been delirious, but I have to say I am extremely happy and share his joy at hearing this debate. I am very pleased at all this interest. Another comment regarding his statement. He is absolutely right, we need much more than just the Eisenhower Program. Developing good math and science programs is far more than just professional development. We need better curricula, better training of teachers in their higher educational institutions, we need better certification methods, et cetera. I am willing to engage in that battle and continue to work on that effort. The final point is, as I said at the start, I agree with the intent of the secondary amendment offered by the gentleman from New Jersey (Mr. Holt). My concern is the increased paperwork and the lack of flexibility which would arise from his amendment. I feel strongly about that simply because I have worked in local government. I have had local superintendents tell me about their problems. In fact, a number of them said that when a new Federal program comes out they evaluate how much it is going to cost them to write the application. If it is more than a certain amount, they just forget about it.”
