I would like to comment that the issue of creating another layer of bureaucracy has been raised by other Members, and that is totally false. It does not create another layer of bureaucracy, it creates two positions side by side in the same layer, and I believe it is an appropriate role for the science administrator to have an equal status with the administrator who runs the rest of the agency. That is the real objective of this bill, to have science at a higher level, and I do not consider that an additional layer of bureaucracy.
