In the midst of all this serious debate about an extremely important bill, I would like to pause just a moment to have a lighter moment that we can all enjoy as we recognize that one of our leading Members in this Congress tomorrow reaches a major milestone. The ranking member of the Science Committee, the gentleman from Texas, Mr. Ralph Hall, tomorrow will begin the second half of his life. He reaches the age of 84 tomorrow. So we can all celebrate with him and appreciate the tremendous contributions he has made to this Congress and to this country. And I think it is entirely appropriate that on the eve of this important occasion, he spends the entire evening in this Chamber debating the esoteric aspects of science and its results. So I hope all of you will join me at some point in the next day of wishing Mr. Hall an immensely wonderful 84th birthday tomorrow.
