I, for years, have always said we must ensure proper behavior of the Members of this body or the members of any State legislature I have been in. And I particularly want to thank the gentleman for this amendment because I was not aware that this prohibition did not apply to leadership PACs. Current law does prohibit conversion of campaign funds to personal use, but, unfortunately, we have never had occasion to say that it should also apply to leadership PACs because I am not aware of any instance where that has occurred. Nevertheless, I totally agree with the gentleman from Georgia that we should close this loophole, and that we should not permit any Member under any circumstances to convert leadership PAC funds to personal use. And I, therefore, very strongly support his amendment and thank him for bringing this to our attention.
