“I do not plan to discuss confidential information which would be from the INS, such as names and issues such as that, but I do want to share with the body some numbers, numbers which the gentleman from Maryland is familiar with from the work of the task force since he has received most of this information. These are going to be very approximate numbers, but I felt it important to deal with that, and also to give a little bit of history of what the task force has done. I have given partial histories in past debates on this issue, and I will try to deal with some of the questions that have been raised since then. First of all, it is important to recognize that the Committee on House Oversight and our task force did not choose which election to be involved in. That decision is made by the contestant who files the notice of contest, and that was Mr. Dornan in this case. Mr. Dornan, as has been observed, filed many charges as part of his notice of contest. We have investigated that. We found that many of them did not have a strong basis and were not factors in the election, and so we have put those aside. The largest issue that did emerge, however, is a question of fraudulent votes by noncitizens, and that deserved greater study.”
