I think it is time that we stop making the assumption that the only place to get key skills and abilities are through colleges and getting college degrees.

This would go away if the proposed rule were changed, and I think that is something where they would not be able to deliver services on the ground and in the field, and I think that could definitely hurt the individuals in those states.
