None of the funds made available by this Act may be used by the Secretary of Veterans Affairs to implement, administer, or enforce section 17.3240 of title 38, Code of Federal Regulations, as proposed in 82 Fed. Reg. 48018 (October 16, 2017) and amended in 83 Fed. Reg. 61137 (November 28, 2018). The Acting CHAIR.
