My amendment, Mr. Chairman, would have delayed the implementation of the new formula so that the appropriate authorizing committees would have an opportunity to address these issues properly. I would ask the gentleman from Wisconsin [Mr. Obey], the ranking member of the committee, if he agrees there is merit in some kind of a more gradual phasein for dramatic funding changes.
