I have long believed that we must provide agencies like FDA with the necessary authorities and researchers and resources to properly protect public health.

It is clear to me that Food and Drug needs strong and clear authority over compounding pharmacies, which it now lacks.

The draft bill then could conceivably hinder the Commission rulemakings but also severely restrict its ability to approve mergers.

I say this to you, Mr. Chairman, with affection and respect, in the hope that the committee will continue to seek the views of stockholders and stakeholders about the draft bill.

This requirement will invite strict scrutiny by the courts of merger conditions imposed by the Commission.

One of the draft bill's primary effects would be to sand the gears of the Commission when it comes to rulemaking.

The practical effect of such challenges would be to hinder and to slow the Commission's ability to agree on new rules.

Is it probable that interested stakeholders will challenge the Commission's application of such terms in the event stakeholders disagree?

The practical effect of such judicial review would be to slow or to hinder the Commission's ability to promulgate new rules.

It subjects only one federal agency to unique administrative procedures that will be different than all of the others.

It would be a significant change in the Administrative Procedure Act, would it not?

I don't believe that this bill addresses that problem, does it?

Medicaid is a critical program. It provides health insurance to the most vulnerable in our society.

I very much thank you for this. I believe Medicaid brings real health benefits to our vulnerable populations.

I believe expanding the program was the right thing to do because it is going to expand health care to millions of Americans who desperately need it.

This is a great improvement, and I believe Medicaid's innovation in this area has helped increase the number of children that undergo developmental screening tests.

I have my troubles with the way we are allocating spectrum.

I would just observe that from time to time, the FCC has not been forthcoming

I intend to write this matter--write a letter on this matter to the Commission in order to establish definitively that it will not move to open up the upper 5 gigahertz band until successful completion of NTIA study.

I want to ensure that Americans drive safer vehicles and that they enjoy the benefit of wireless growth.

Now, I think we need to take a good, hard look at the ways that Medicare can be reformed so that the program continues to provide security for our future generations.

As most people know, my dad was the originator of Medicare, and I was proud to cosponsor the legislation.
