I am pleased now to yield as much time as he may consume to the distinguished gentleman from Minnesota, Tim Walz, who joined with the ranking member of the Rules Committee in introducing the original bill.

I am pleased now to recognize the original author of this bill, and because of her deep concern about this matter, I am going to yield the gentlewoman from New York (Ms. Slaughter) as much time as she may consume.

Essentially this amounts to a huge diversion of funds from State governments to private counsel.

I think that we might want to find a way to resolve these differences before 2015.

Because of the fundamental rights implicated, criminal penalties should not be within the ambit of the Executive Branch.

It should be noted that these regulations were neither subjected to scrutiny by this Committee nor any other Congressional committee.

The sheer volume of federal crimes is out of control.

I believe all agree that the Criminal Code is long-overdue to be modernized.

I think that this idea of modernizing and reforming the Federal Criminal Code is one that is going to go well into next year.

We ought to get rid of the old myth that you are presumed to know the law.

This is an important hearing. I want to compare it with what I consider to be some of the most important issues the Judiciary has tackled in recent years.

Maybe we should have another hearing after the report comes out.

I hope that they are taking all of your recommendations seriously.

I am happy to hear your confidence about it.

It is a multi-faceted problem, including budgets for courts, and judicial vacancies, and a host of other components.

I commend our New York colleague Carolyn Maloney, who has sponsored a very good idea in this regard.

The problem of gun trafficking in the Southwest is a serious problem.

If the Department has nothing to hide, why not provide Congress with the requested information?
