Thank you, Chairman Bachus. I would now like to recognize the full Committee Ranking Member, my friend, Mr. John Conyers of Michigan, for his opening statement.

I look forward to hearing today about how we can ensure that ICANN remains responsive to our concerns as well as those of other key stakeholders over the next 18 months as this process unfolds.

We can help protect that most basic right of American citizenship.

Voter discrimination of all kinds is alive and well in this country, and it ought to be our Committee's overwhelming priority to take up House Resolution 3899, the Voting Rights Amendment Act without delay.

Our focused reliance on incarceration is not financially sustainable. It comes with human and moral costs that are impossible to calculate.

If country-specific travel bans were necessary to keep us safe, we would have instituted them for other countries...

Most importantly, by making the FTC like the DoJ, this proposal would weaken the FTC's independence, which contravenes Congress's original intent in establishing the FTC.

I cannot stand by and support legislation that would dismantle government and a century of progress under the guise of symmetrical enforcement.

I will not take up the 4 or 5 minutes, but I did want you to know that there are some reservations that I will be considering as we proceed on this very important hearing.

I was concerned about civil rights crimes and crimes that sometimes may not be prosecuted in parts of the country, because the local prosecutors aren't as responsive or concerned or sensitive to certain offenses.

I think that is extremely reasonable and a good guideline for us to take as we think about imposing more Federal criminal statutes, some of which are passed only to show that we are being tough on crime.

I vigorously resist and think is counterproductive.

I applaud this Task Force for examining over-criminalization and particularly over-federalizing so many crimes.
