Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Add, at the end of the bill, the following: (d) Limitation.--Nothing in this Act limits or otherwise affects any action taken by the President, the head of a department or agency of the United States, or any other officer or employee of the United States in order to-- (1) combat discrimination; or (2) protect the civil rights of the people of the United States. The Acting CHAIR. Pursuant to House Resolution 511, the gentleman from Michigan (Mr. Conyers) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Michigan.
