Mr. Chair, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Add at the end the following: SEC. __. RULE OF CONSTRUCTION. Nothing in this Act, including the amendments made by this Act, may be construed as affecting the ban on oil and gas development in the Great Lakes described in section 386 of the Energy Policy Act of 2005 (42 U.S.C. 15941). The Acting CHAIR. Pursuant to House Resolution 1085, the gentleman from Michigan (Mr. Bergman) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Michigan.
