The Chinese government has sought to boost its own research capabilities by exploiting America's openness.

it's not certainly just the Chinese government being unique in its efforts to undermine the U.S. scientific research enterprise, however, it does appear that the Chinese are the most active, and best organized, and a major source of concern are the talent recruitment problems--or programs, rather, the talent recruitment programs sponsored by the Chinese government.

Concerns about the risks to the U.S. research enterprise from undue foreign influence have grown.

Our global leadership in research and development has long been a point of national pride for the United States.
