it's not certainly just the Chinese government being unique in its efforts to undermine the U.S. scientific research enterprise, however, it does appear that the Chinese are the most active, and best organized, and a major source of concern are the talent recruitment problems--or programs, rather, the talent recruitment programs sponsored by the Chinese government.
