International economic cooperation is stronger today than at any time since the Second World War.
Funds appropriated to the President for carrying out the Act shall be deemed to be allocated to the Secretary of Defense without any further action of the President.
The Secretary of State shall be responsible for the continuous supervision and general direction of sales and exports under the Act.
