Pardon my passion on this issue, Mr. Chairman, and I ask the House's forgiveness for violating our rules, but it is just hard for many of us to comprehend, and the gentleman from Illinois (Mr. Porter) is a good man as many on the other side of the aisle are, why we would argue taking precious dollars at a time in which we are moments away from increasing the quota on H1-B visas because we are unable not to find workers but to provide workers with the skills they need to fill the jobs that we are creating here at a record number in this Nation. This program, like many others, seeks to do that. I would hope that the gentleman would rethink his amendment and even those on his side who may support it. I would hope they would reconsider their support of it.
