Once again, therefore, I urge the Congress to turn its attention to meeting the real needs of the aged and of the taxpayer.

I recommend that the Senate give favorable consideration to this Protocol at an early date.

I also urge the House Judiciary Committee to consider my proposal at the time of its initial hearings on this matter later this week.

I am keenly sensitive to the burdens borne by some of our elderly and disabled in meeting their medical expenses.
