I commend the report to the attention of the Congress and urge prompt action to create a Department of Energy.
We must also be aware that the events of the past year have left an agenda of unresolved problems.
For these reasons, I recommend that the Senate give prompt consideration to these protocols and give its advice and consent to ratification at an early date.
