I will go on the record to say that the Coast Guard is not semper paratus for a major pipeline oil spill in the Greater Lakes.

Back in March, I was part of a bipartisan group of Senators that prevented the administration from cutting the Coast Guard's budget by $1.3 billion.

In the Coast Guard authorization bill, we have language to create a national center of expertise that will focus on improving freshwater oil response.
