EFFECTIVE DATE CONDITIONED ON CERTIFICATION. Notwithstanding any other provision of this Act, none of the provisions of this Act shall go into effect unless the Secretary of Health and Human Services certifies that the implementation of such provisions are not projected to result in fewer new drug applications with respect to unmet medical needs and life saving cures.
