This amendment requires the Department of Energy and the Department of Commerce to conduct a study regarding the legal and regulatory barriers that delay, prohibit, or impede the export of natural energy resources. This amendment instructs the Department of Energy and the Department of Commerce to conduct this study to figure out which regulatory barriers may be prohibiting, delaying, or hindering the export of America's natural resources, like coal and natural gas, which come in the form of permitting requirements, the threat of litigation, regulatory red tape, market forces, and more.
