Congress wrote the Clean Water Act specifically to allow States to assume Clean Water Act section 404 permitting authority in place of the U.S. Army Corps of Engineers and the EPA.

Dan Benishek, at the time a Republican House Representative, approved; and both of our Democratic Senators, Carl Levin and Debbie Stabenow, approved the project.

Frankly, Mrs. Noem was right, this sounds very much like the VA, you know, government-run healthcare. Sometimes it does not work.

I just find it very disconcerting to even hear that this stuff is going on.
