“I am stunned that my amendment would be characterized as zeroing it out. In fact, my amendment provides $4.16 billion for IRS enforcement budget. I want to know what employer would reward unacceptable behavior. I think we have the answer, Mr. Chairman, and that is my colleagues across the aisle. This is a 19 percent cut to the enforcement budget, 10 percent cut overall. This brings us back to 2004-2005 levels and, in fact, this House approved a budget last year of $3.87 billion, so my amendment doesn't even bring us down as low as what had been passed by the House just last year.
