I don't trust Congress enough for us to come up with the rule, which is why I wrote into the bill that the Fed develops the rule, the guideline, the benchmark that they put forward. We know they do this already. They look at the Taylor rule, they look at a number of other models, and they then go advance forward with the best policy that they think is the right thing. We are just asking them to communicate that to Congress and the American people.
