I appreciate my colleague from California for yielding. Earlier, we heard from a colleague from Florida, on the other side of the aisle, who was talking about the Constitution and about the intent of it. Ladies and gentlemen, this is about controlling our spending and accountability with the American people. It might not be in this bill, and it might not be in other bills, but eventually, we have to realize we need to put institutional brakes on our spending because we cannot control our spending in this institution. Mr. McGOVERN. This is about protecting Social Security and Medicare and Medicaid.
