I rise to issue my strong support for it. The ice storm of 1998 devastated 4 States in the Northeast. The damage was unlike anything ever experienced, and it was severe. This amendment will provide funding through community development block grants. It will address needs not met through other disaster relief programs, either the Federal Emergency Management Agency or the Small Business Administration. It will give States the flexibility to meet the critical needs of residents still recovering from the storm. And, most importantly, it will ease the economic burden of citizens least able to bear it. I ask my colleagues to support the manager's amendment.
