I felt compelled to come over here just to congratulate the gentlewoman for not indulging in threats and for not being politically correct and for doing the right thing and for having the guts to stand up and speak her mind. And I congratulate the gentleman from California for his usual articulate manner with respect to this issue. Mr. Chairman, we know what quotas do. And quota language is in the bill. It is a fact. And the gentleman from Florida talked about the history of quotas in this country, and facts are dangerous. Facts are particularly dangerous on this floor. Quotas lead to taxpayers getting the short run, and we all know it. Low bidders are subject to reverse discrimination, as the gentlewoman originally stated. The American people lose in the process, and the American people are divided again in the process. If there is anything we can least afford in these days and times is to again divide the American public. Civil rights should mean and always mean equal rights. That is what it used to mean before PC came about. I truly congratulate the gentlewoman from New Jersey, whom I am very proud to serve with on the Committee on Banking for doing the right thing for all of the American people.
