I think there is--as I see it from the Federal perspective, there are two big pieces of this.

I do believe, as my colleagues do, that the Federal Government needs to play a very important role in that.

We've got to make sure that we come to agreement.

There's local funding, there's State funding, and Senator Cardin said there's Federal funding.

Look, in my view, as a country and as a world, we should have been working much harder way back to try to put the brakes on the damages of climate change.

This legislation will have a negative impact in many other scenarios.

As I read this, it would also take away the authority of a State to tie permitting for a dam project, for example, to the impact on sediment flows.

Now we have a piece of legislation that wants to take away authority from States when it comes to making some of these decisions.

I ask Senator Brown, do you agree that, once this bill is enacted into law, existing CFIUS authority is broadened to review certain ``other investments'' involving elections infrastructure by a foreign person?

It is simply unfair, and the Clean Air Act envisioned this, its amendments envisioned this, that some States are doing their job to clean up their air, but their air gets polluted by States that are not doing their job.

EPA has played a vital role, so I appreciate your commitment there.
