I'm just trying to understand how it is that in this House there was a rule that was written that would deny the majority an opportunity to vote? The SPEAKER pro tempore. The Chair will not entertain questions in advance of ruling. The Chair is prepared to rule.

Without adequate and expert staff, the money that Congress has appropriated to help rural communities will not reach its intended beneficiaries.
At the end of the day, that has to happen. We have a system of laws, we need to enforce them.
