I just underscore the fact, with respect to the chairman, that the best judge of what is good for HBCUs, I think, is HBCUs. They are worried because they are already having to provide notice to their professors and their staff that funding might not be available next year. I know, in the Senate, sometimes we think that no one needs to plan ahead, but most of the world needs to plan ahead.
