The Clerk read as follows: Mr. Van Hollen moves to recommit the bill H.R. 6365 to the Committee on the Budget with instructions to report the same back to the House forthwith, with the following amendment: Strike sections 3 and 4 and insert the following: SEC. 3. BALANCED DEFICIT REDUCTION THAT PROTECTS MIDDLE CLASS TAX CUTS AND REQUIRES EVERYONE TO PAY THEIR FAIR SHARE. (a) Conditional Elimination of Sequestration.--Sections 251A(7) through 251A(11) of the Balanced Budget and Emergency Deficit Control Act of 1985 shall have no force or effect upon enactment of subsequent deficit reduction legislation containing savings over 10 years that meet or exceed the outlay changes that would have resulted from those provisions. (b) Requirements of Deficit Reduction Legislation.--Deficit reduction legislation enacted pursuant to subsection (a) shall-- (1) require upper income taxpayers to pay their fair share by instituting a ``Buffett rule''; (2) extend middle class tax cuts while allowing components of the tax extensions that benefit upper income beneficiaries to expire as scheduled under current law; and (3) include targeted spending cuts.
