I think the U.N. is, I think, in great jeopardy of building enough critical mass around here where severe penalties should be taken against them with withholding of funds from them.

I do not understand why we continue to send money to countries outside of the U.N. that allow this type of abuse to take place.

There can be zero tolerance.

If they do, the chairman and I are going to do everything we can to make sure they do not have the resources to do that.

That cannot continue. So there has to be accountability here.

Those who are perpetrators need to be held accountable. There can be no exception to that. Zero tolerance.

The sexual abuse perpetrated by U.N. peacekeepers must end--must end.

But for civilians, it may be even more complicated.

That, of course, has been compromised by the Supreme Court interpretation, and there will be an effort made to give the IRS the ability to regulate again those who are paid preparers.

One of the challenges in this environment is that we have to use all the resources we have at our disposal.

Cutting off their support, obviously, whether it is the financial supports through oil or whether it is the propaganda machines that they use, all that is critically important.

I think the territorial piece for ISIL recruitment is huge, and I think nothing has had a bigger impact on setting them back, including setting back their recruitment campaigns than battlefield defeat.

The formula there is similar to what we see in Syria.
