“I think there is concern here in Congress as to keeping a very close eye as to developments in countries in which U.S. taxpayers are being asked to provide help to make sure that there is respect for the human rights of its citizens, including dealing with gender equity issues and dealing with good governance and anticorruption efforts, but also what these countries are doing to fight extremists and terrorists and whether they are a constructive partner in the peace process that we are moving forward with in the Middle East.”
