China has worked hard to put loopholes... and exemptions to many of the North Korea sanctions.

Are they not helping us, they are helping North Korea. Are they not?

We all know--we certainly agree that a change in China's behavior is a prerequisite for getting a change in North Korea's behavior.

But do you not agree that China could very easily put the type of pressure on North Korea that would change the equation here?
