“Madam President, we are now only hours away from when we will have a chance to vote on the ratification of the New START treaty. The Senate has invoked cloture, so we are in that 30-hour postcloture period. We are now in a period where we need to consider some additional amendments, and then we will be able to vote on the ratification. I think that is good news for the United States, for national security. I think each Member of the Senate wants to do what is right for our national security.
