I appreciate that. Just to respond, on a military construction rule, I did not think it was necessary for me to go to the Committee on Rules to talk about budget allocations. I would have thought that the Committee on Rules would be dealing with military construction. I admit that was naive on my part. I should know that this Committee on Rules would do anything it wants to do. But let me tell my colleagues something, in the 12 years that I have been here, to answer the ranking member on the Committee on Appropriations, we have never had anything but an open rule on military construction.
